Tax breaks spur growth? No WAY!

So, Obama is urging tax breaks for business to try to stimulate the workforce? Why would he use something like tax incentives (i.e. breaks, cuts, credits) to try to spur growth? Is he somehow agreeing with conservatives who have stated all along that too high of a tax burden stall
